CAROLINE NTINYARI

Board chairperson

Ntinyari is a certified trainer, business mentor, and project facilitation specialist with strong expertise in entrepreneurship training, ICT, curriculum development, and capacity building. She has extensive experience supporting MSMEs, youth, and adult learners through practical and skills-based training programs. Caroline is known for her strong communication abilities, leadership, and hands-on approach to coaching learners and entrepreneurs.

She has worked with several organizations in training and mentorship roles, including the Grassroots Business Fund as an Enterprise Trainer, DT Global, Passion Profit, SetPace Consultancy, the African Centre for Women in ICT and Dataclave Consultants. She is also the CEO and Lead Trainer at Pinup Consultancy Ltd, and previously served as a Business Mentor with Capital Strategies K Ltd.

Caroline holds a Bachelor of Education in Information Technology from Maseno University and is an ILO Certified SIYB Trainer. She also holds a Google Project Management Certificate, strengthening her competence in planning, coordination, and program delivery.

Her key strengths include training and facilitation, business mentorship, digital literacy, project coordination, curriculum development, organization, and adaptability.

WYCLIFFE MUTHOMI MUTUMA

Wycliffe Muthomi Mutuma is a Kenyan filmmaker and creative entrepreneur with over a decade of experience in screenwriting, directing, and film production. He is the Founder of Sagewicky Productions Ltd, where he has created impactful and award-winning works such as Windmill (KNDFF), Ndivas of Mutindwa (2024), Seeds of Hope (2025), and Green Guardians (2025).

Trained in both accounting and film, Wycliffe combines strong financial management skills with creative leadership. He holds a Bachelor of Commerce degree and ACCA training from KCA University. His career spans roles in accounting, research coordination, youth training and community outreach in organizations including Meru Youth Arts Program, Barclays Bank, TNS-RMS and the Kenya Red Cross Society.

Wycliffe serves as Chairman of Meru Wasanii Sacco and is a Board Member of the Kenya Film and Drama Practitioners Association, where he contributes to governance, policy advocacy, and the growth of Kenya’s creative industry. Passionate about African storytelling and youth empowerment, he continues to champion film as a tool for social transformation.

PAMELA GAKII GITOBU

Board Member

Pamela is an accomplished professional with a diverse skill set and extensive experience in environmental science, sustainable practices, community development, and leadership. She holds a Bachelor of Science degree in Environmental Science and Natural Resources Management from the University of Nairobi and has strong competencies in computer applications. Over the course of her career, Pamela has held key leadership roles, including Managing Director at Agrifoventure Globe Ltd. and Chief Executive Officer of Greenland Agro-Limited.

Pamela has served as a Board Member and Secretary of the National Government Constituency Development Fund (NG-CDF) Committee, participating in oversight and decision-making for funding community projects and ensuring effective allocation of resources. She is also a Board Member at the Kenya Roads Authority for South Imenti Constituency, contributing to strategic infrastructure planning and monitoring road construction and maintenance to address community needs.

She is also a Steward of the International Bamboo and Rattan Organization (INBAR) and Chairperson of the Board of Directors at the African Center for Environment, Energy, and Climate Change Advocacy (ACEECA). Pamela has delivered speeches and participated as a delegate in forums such as the Meru County Water Dialogue Forum, contributing to global environmental policy discourse.

MUGAMBI KEFAH MUCHENA

Board Member

Kefah born on 1991 in Karama Ward, Tigania East, Meru County, is a dedicated public servant, enterprise development specialist, and community leader. Mugambi holds a Bachelor of Education (Arts) degree from Chuka University and is also a Certified Business Development Services (BDS) Trainer through Strathmore University and the International Trade Centre (ITC).

Mugambi currently serves as the Senior Enterprise Development Assistant at the Micro and Small Enterprises Authority (MSEA), where he is also the County Head for Isiolo County.

Before joining MSEA, Mugambi worked at the State Department for Industry under the Government of Kenya Internship Program, Assisting Tutor at Murang’a Teachers College and as a teacher at Ruiri Girls Secondary School. Additionally, he previously served in the County Government of Meru as a clerk, undertaking clerical and administrative duties.

He is also actively involved in community and national initiatives. Mugambi has participated in the implementation of the World Bank–funded NYOTA and KJET programs and served in the Private Sector Technical Working Group reviewing MSE policy across Meru, Isiolo, Laikipia, and Marsabit counties.

Additionally, he has trained women’s groups on gender mainstreaming in partnership with the Gender and Equality Commission and has supported secondary schools as a student teacher in Antuanduru, Mbaranga, and Nkinyanga.

Mugambi Kefah Muchena is recognized for his commitment to enterprise development, youth empowerment, public service, and community advancement. His leadership, training experience, and dedication to supporting economic growth continue to make a meaningful impact within the communities he serves.

Elias Murega

County Executive Committee Member

County Executive Committee Member (CECM) For Youth Affairs, Sports, Gender and Social Development.

He is a seasoned leader with wealth of experience in governance, leadership and community development. Having a strong academic background, he holds master’s degree in project planning and management from the University of Nairobi. He also possesses other undergraduate qualifications in law, nursing, commerce, public accounting, strategic leadership, monitoring and evaluation, professional mediation, and data analysis.

Solomon Mwenda

Chief officer Education

Solomon Mwenda was born in Imenti South, Nkuene Ward, Kathera Location. He is a highly accomplished educationist, administrator, and public servant with extensive experience in education management, public administration, and community development.

He holds a Bachelor’s Degree in Public Administration and a Bachelor’s Degree in Education, in addition to a Diploma in Financial Management. His strong academic background has enabled him to effectively serve in both educational leadership and public administration roles.

Mr. Mwenda began his professional career in education, where he served as the Principal of Mikumbune Mixed Day Secondary School. During his time in education, he made significant contributions to curriculum development by writing national government PP1 and PP2 guides, including curriculum design materials and teachers’ guide textbooks, which have supported early childhood education across the country.

He later transitioned into public administration, serving the County Government of Meru in several key leadership positions. These include Ward Administrator, Sub-County Administrator, Director of Quality Assurance in the Department of Education, and Nkubu Town Manager. Through these roles, he demonstrated strong leadership, accountability, and commitment to service delivery.

Currently, Solomon Mwenda serves as the Acting Chief Officer for Education, where he continues to provide strategic leadership and oversight in the education sector.

Beyond his public service career, he is an entrepreneur and a dedicated farmer, actively engaged in agricultural activities. His diverse professional background reflects a strong commitment to education, governance, and socio-economic development.

Charles Mwenda

Chief Officer – Finance & Economic Planning

Charles Mwenda is a seasoned public finance professional with extensive experience in financial management and economic planning within the public sector.

He holds a Master of Business Administration (MBA) in Finance and a Bachelor of Arts degree in Accounts. He is a Certified Public Accountant of Kenya (CPA-K) and a registered member of the Institute of Certified Public Accountants of Kenya (ICPAK).

Currently, Charles Mwenda serves as the Chief Officer for Finance, Economic Planning, and ICT in the County Government of Meru, where he plays a pivotal role in overseeing fiscal policy implementation, budget formulation, financial controls, and the integration of ICT in public financial management systems.

He brings with him over 12 years of experience in public sector finance and accounting, having worked extensively at the County Treasury. Throughout his career, he has been instrumental in strengthening financial governance, enhancing accountability, and supporting sustainable economic planning within county government structures.

Winfred Kagwiria Murega

Chief Officer youth affairs ,gender and sport

Winfred Kagwiria Murega was born in Kiolone, Burieruri Village, Njia Ward, Igembe Central Sub-County. She is a seasoned public administrator and accomplished professional with extensive experience in county governance, public service management, and youth development.

She holds a Master of Business Administration (MBA) with a specialization in Strategic Management, as well as a Bachelor of Business Administration with a Human resource option. In addition, she attained an Advanced Diploma in Business Administration from the United Kingdom, which qualifies her as an Associate Member of the Association of Business Executives (ABE). Her strong academic background has equipped her with solid leadership, organizational, and administrative competencies.

Winfred began his public service career at the Meru Town Municipal Council, where she served as a Town Clerk, gaining valuable experience in municipal administration and urban management. Following the establishment of county governments, she transitioned to the Meru County Government, where she held several senior leadership positions, including Sub-County Administrator and Director of Trade. Her exemplary performance and commitment to service later earned her appointment as Chief Officer for Public Service.

Currently, Winfred Kagwiria Murega serves as the Chief Officer for Youth, where she plays a key role in policy implementation, youth empowerment programs, and coordination of initiatives aimed at enhancing skills development, employment, and socio-economic opportunities for young people.

Throughout her career, she has demonstrated strong administrative and leadership skills, a strategic approach to management, and a deep commitment to public service excellence. Her vast experience across different sectors of county administration continues to contribute significantly to effective governance and service delivery.
